Articles of Confederation and Effective Government

While the country was having relationship problems with the states, they were also having economic problems as well. During the war, farmers had given supplies to the ground forces which now the Confederation had to be back. Again, the inability to collect taxes from the states, showed how weak the government was. They could not pay off the domestic debts. There was discontent in the army as well. Back pay and bonuses were slow in coming, creating a feeling of regret from the men who had fought so hard in the war(DOC C).
