The governor of an unnamed western state, Hubert Happy Hopper (Guy Kibbee), has to sever a replacement for recently deceased U.S. Senator Sam Foley. His go bad political boss, Jim Taylor (Edward Arnold), pressures Hopper to choose his handpicked stooge, while popular committees indigence a reformer, Henry Hill. The governors children want him to select Jefferson metalworker (James Stewart), the tip of the Boy Rangers. Unable to exonerate up his mind among Taylors stooge and the reformer, Hopper decides to flip a coin. Junior Senator Smith is yieldn under the wing of the publicly esteemed, but secretly crooked, Senator Joseph Paine (Claude Rains), who was Smiths late fathers oldest and best friend. Smith develops an immediate attraction to the senators daughter, Susan (Astrid Allwyn).
