The millet system, which worked expeditiously in the empire in the centuries before, began to acquire a great deal of autonomy, which only induced decentralization.



By issuing this decree, there was hope that a feeling of common Ottoman citizenship, or “Ottomanism,” would override the separatist tendencies and in its place create a renewed sense of unity. In a way, the attempts to bring centralization were to bring slightly an emulated United States of America of the Middle einsteinium (although the USA did not exist at the time).
