Virginia Plan

The Virginia Plan was designed to make sure that neither the majority nor minority would take all over and use the governance to its advantage. In order to do this, Madison proposed separation of agents among the executive, legislative and legal sleevees of government. Each branch would require the approval of another branch thus creating a system of check and balances. During economic concentrated times, a group of farmers attacked courthouses to prevent judges from taking their farms. This rising was known as Shays Rebellion.

The Articles of Confederation gave more power to the states, and therefore made it hard for the national government to do anything.
