The first article, written by Douglas Cassel, shows his support for the creation of the ICC. He states that the past century has been good to those that have been able to successfully perform and get away with crimes such as genocide.
He believes the only way to change this would be the successful creation and implementation of a global tribunal, holding jurisdiction everywhere the most severe international crimes. The ICC would differ from institutions such as the International Court of Justice (World Court) and special International Criminal Tribunals already in place as it would be permanent and would prosecute individuals as opposed to governments prosecuted by the World Court. It is plump for by all but two of the worlds democracies, Israel and the United States, the latter being non supportive due to its softness to control the court.
